Following a public meeting on the 21st March 2015 at the Glebe Hall at which the need for a Neighbourhood Plan (NP) was described and discussed, the residents of the village took the decision to go ahead with the task of producing a Neighbourhood Plan for the Winterbournes. The meeting also overwhelmingly voted that the Neighbourhood Plan should cover the entire Parish, so the Neighbourhood Plan boundary would be the same as the Parish boundary.
Local landowners have the opportunity to make land available for development by registering with the Wiltshire Council Strategic Housing Land Availability Assessment (SHLAA) - and a number of potential sites have been put forward. These sites do not have any endorsement at present and are largely outside of the current housing boundary. These sites will be evaluated carefully to enable the best possible solution for the village to be achieved.
DESIGNATION GRANTED - The Next Stage
The Winterbourne Neighbourhood Plan has now been granted designation with Wiltshire Council so the Steering Group will be able to start in earnest in formulating the Neighbourhood Plan and obtain professional advice to ensure that the Plan is an effective tool to determine the future development of The Winterbournes and preserve our beautiful surroundings. There is growing collaboration with neighbouring parishes and there will be a Public Meeting soon to seek further views from the community

2nd Public Meeting - 2nd April 2016
The second public meeting was very well attended - the purpose of the meeting being to acquaint the village with the progress on the Neighbourhood Plan. The Neighbourhood Plan now has it’s designation and the real work of identifying and assessing potential development sites has begun in earnest. These sites will be the subject of a referendum where people who live in the Winterbournes will have their say in what development is embarked on.The Neighbourhood Plan Steering Group were very pleased to welcome additional members to help with the workload in producing the Plan and they have certainly made a valuable contribution to moving things forward.

3rd Public Meeting - 8th October 2016
The third public meeting was well attended - the purpose of the meeting being to acquaint the village with the initial analysis of the Neighbourhood Plan Questionnaire. The various sites were presented - along with the responsesfrom the questionnaire - which gave an idea of the general feeling of the Parish.These sites will eventually be the subject of a referendum where people who live in the Winterbournes will have their say in what development is embarked on.The task of putting the plan together will now be embarked upon - urged on by those who attended the meeting to complete this as soon as possible.
